Question:I've observed this behavior, wherein while I'm able to access sites on the public domain such as networkingKing.net or nagendra.net, the ping to these(and other) sites times out.
Why does this happen? If I cannot ping then how am I able to browse these sites?
Answer:This is because you are probably using SOCKS.

Brief overview of SOCKS:
SOCKS(SOCKetS) is a networking proxy protocol that enables hosts on one side of a SOCKS server to gain full access to hosts on the other side of the SOCKS server without requiring direct IP-reachability. SOCKS is often used as a network firewall, redirecting connection requests from hosts on opposite sides of a SOCKS server. The SOCKS server authenticates and authorizes requests, establishes a proxy connection, and relays data between hosts.

There are two major versions of SOCKS: SOCKSv4 and SOCKSv5(supports UDP).

SOCKS does not support ICMP which is used by PING(Packet Internet Groper) and hence your request s timed out.

Socks only deals with TCP and UDP. However you can make this work by using "rping", an extesnion to SOCKS v5 that allows ping to run on the SOCKS server and relay the results back to the client.
